THE FOURTH BRANCH
The people demand a seat at the table.
Government has institutions built to exercise power. This proposal asks whether the Constitution should also contain an institution whose purpose is to make public power answerable to the public.
THE ARCHITECTURE
One branch. One citizen assembly. Three distinct pillars.
Assembly of the People
Rotating citizen governance with training, disclosure, recusal and review.
PILLAR ICitizen Investigations Bureau
Professional investigations under citizen-governed rules and judicially bounded coercive powers.
PILLAR IINational Civic Independence
Anti-capture analysis and civic-system resilience, structurally separated from investigations.
PILLAR IIIPublic Accountability & Access
Records, auditing and the Accountability Ledger. The widest lens, with deliberately narrower coercive powers.
CORE DOCTRINE
Teeth without indiscriminate use.
Having teeth does not mean you bite everything. It means no one gets to assume you cannot bite.
Capability above routine need. Important powers exist, but thresholds govern their use.
Cause before coercion. Intrusive powers require defined predicates and independent authorization.
Audit the auditors. The branch itself remains documented, reviewable and removable from secrecy-by-default culture.
